Established during the 2026 Kentucky General Assembly, this program is designed to help communities develop and refine strategies around talent attraction, retention and marketing.

| Aug 2027 | Second Disbursement | Remaining 50% upon CED approval of satisfactory semiannual report. |
| June 30, 2028 | Final Reporting | Awardees submit final comprehensive report. |
